It sounds to me like you might have Polycystic Ovarian Syndrome (Also known as PCOS) I am not a doctor but those are similar symptoms I have had. It doesn't cause high heart rate or high blood pressure. But it is an irregularity in your hormones which affects the insulin levels in your body. The chest pains sound like anxiety and the mood swings are from the hormones.

Try this website..I may be wrong, just thought there were soem similarities.
sounds like thyroid
Do you capture cramps beforehand starting your interval?
Diabetes OR Thyroid
Then start looking at depression.Check for diabetes and thyroid first the symptoms mimic depression.
Might be time to change docs...or get the one you have now refer you to a heart specialist/cardiologist.
23 and 130 shouldn't porduce high BP...you have a neurological as well. See a cardio doc first and see what s/he has to tell you
have your thyroid function tests checked (your symptoms may be related to hypothyroidism)
otherwise, see also your doctor for a proper consult. its difficult to diagnose patients without seeing them and examining them properly
