it's different for everyone but you may have one last small growth spirt that could affect it. Most peolpe stop growing all together round 17-25? but just eat healthy and exercise. the bottom line is, you can't change how your body will grow really ,unless you smoke which stops growth.
just be happy of who you are and if it comes to it you can consider surgery

you aren't fully delevoped yet. I'm sure they will with age. By the time you are about 21-25 you should look a little bigger. I'm small chested and love it :). My husband still finds me sexy.
i heard that they don't fully stop growing until you're around 21, but most of that is nipple developement and not actual size. My mom has very small boobs and she loves it now. Smaller boobs are actually really cute; better than big saggy things! So be confident about them and don't feel like you're any less of a woman because I'm sure you're beautiful.
