Answers:
Maybe you are still too young to have a breast. Girls will have breasts when they have reach puberty. You should ask your parents or a doctor's suggestions about your problem if its too serious. Eat less food with fats and cholesterol.Exercise regularly to burn the fat.Be patient and good Luck.
...What?

It's not a race to make the next ever so important question.
let me have a look then
You cld try using bras with silicone inserted in them that help prop up your breast and give it a fuller look. You also go down on your weight with the right type of exercise that will help your upper body look trimmer.
go for weight reduction program and you would see them
It could be that you are still developing right now so I would in the mean time suggest talking to your mom about this as well as your doctor when you go for your next check up to see what they say.
If you have money do surgery. Breast implant. If you no have money just buy a push up bra.
Eat only when hungry and not more than thrice a day. Nothing other than water in between. Include plenty of uncooked vegetables and fruits in each meal, preferably 50%. Chew each morsel at least 32 times to activate ur body to generate signals of hunger/fullness. Obey these signals.

Take light exercises and brisk walks regularly preferably twice a day.

U will achieve what u have not even dreamt and that too in a reasonable time. Do not be in a hurry.
