Itchy red bumps on ten year old child's leg?

Sounds like an allergic reaction of some kind.
This could be caused by any number of things, poison oak, new laundry detergent, food, etc.
Only in rare cases is this life threatening (Anaphylaxis)
If it continues to be a problem, I would recommend visiting your pediatrician. They can run allergy tests to determine whats causing the reaction.

Chiggers, exema, or chicken pox
Poison Oak or Ivy. Could also be a heat rash. Probably isn't a big deal

if he/she was playing in the yard, woods, or around a creek, it could be poison ivy. I get it sometimes and it looked like tiny red bumps and red rashes.
Possibly chiggers. Was he playing in any sandy areas or does your yard have sand below the grass? The best thing for chiggers is to put clear nail polish over each of the bumps or bites. Let it dry well. Chiggers get into the blood stream and by blocking the entrances actually kills them.
Are they scaly? could be ringworm. Are they small like little tiny dots? could be an allergic reaction. Are they like acne? could be chicken pox. Could be anything. If you'll be more specific you'll find more answers. Good luck and I hope he/she's okay.
