It is very relative to your skin color and your skins overall ability to absorb the ultra violet rays of the sun light.

In general the whiter your skin, the faster your skin gets burned. On average it would take a very white person around 15-25 minutes if not using any protection. As the skin gets darker, the period extends and can go up to several hours.

You also have to take into consideration how strong the sun is, different beaches and different countries have more powerful direct sun light than others, not taking into considertion cluds etc.

It actually depends on how fair your skin is, the time of year, and the UV index on that paticular day. If you have fair skin and it's summer and there's a high Uv index you can burn after as little as 10 minutes of exposure to the sun. You really need sunscreen if you plan on being exposed to the sun for more than 20 minutes and you tend to burn easily during the peak sun hours 10-3. It helps prevent skin Ca too!
