Since sunscreen blocks some of the sun's rays, does it help keep you cool?

Not directly... it just blocks UV rays (which cause sunburn) so it will help keep you cool in the sense that you won't get burned and feel warm later. BUt while you are in the sun, you will still feel hot.

Normally what happens to me is I'll get sunburnt and then there's this small little burning sensation. I know it's from the sunburn but it does make it feel a little hotter that what the real temperature is. So I guess it does in a way and it feels cooling when you put it on since a lot of times when you put it on you're in a hot environment and the sunscreen is in an insulated container of sorts.

YES, absolutely. In fact, if you slather yourself in sunblock you will not only be safe from heat, but from bullets, knives, and explosions. Think of the opportunities you now have before you. Actually, lets all go and slather our homes in sunblock and throw away those stupid air conditioners.
