A medical release is usually granted to a prisoner whose medical condition is so bad that they are not seen as a risk to society any longer.
I think you mean commutation (computation is a mathematical process). A commutation shortens a sentence, or lowers it to a lesser degree, i.e. death penalty is lowered to life in prison. Commutation would not be based on a medical problem. Commutation could also mean a release where the inmate is released but not paroled.
