Sometimes, heat bumps have a reddish tint to them and depending on the baby's skin, it could get really irritated because of moisture.
However, if it's really bad-take them to the doctor. I can be a bacterial infection and if left untreated could cause blindness.

It's called baby acne- it goes away after the first two weeks or so. If not, bring it up to your doc and see if it's something like exzema.
They are called milk bumps or Infantile Acne...my goddaughter had it...it s nothing serious :)
He may be sensitive or allergic to something. My son is very sensitive to different soaps so we can only use certain kinds. And even though you use the soap all over it seemed to bother his face more then anything. If you cant find what seems to be irratating his eyes you can always ask your doctor.
i know that kissing a newborn on the face gives them red bumps. so you shouldn't let people kiss the baby and tell them to wash their hands before holding the child.
