Depends, if you are talking about working out or running your heart can beat very fast and if you are in good shape it won't effect you much. Health plays a lot in your heart rate as well since a very healthy person can have a resting heart rate of 40 while an out of shape person can have a resting heart rate of 120.

However typically any resting heart rate above 150 is cause for concern and resting heart rates above 180 need immediate medical attention. At 180 and above your heart is beating so fast that it cannot properly fill with blood and decreases body circulation. Also there is a condition where your electrical portion of the heart is going so fast that the mechanical muscle action cannot keep up.
Anything over 130 beats per minute is considered an all out sprint, that's 2 complete beats per second, I think any faster than that could be an issue.
