Answers:
Many dogs have a hypersensitivity to some of the grains used in less-than-premium dog food - particularly corn and wheat - and it makes their paws itch. Switiching to a premium quality dog food that is based on lamb and rice will help with this a lot. I agree that you should take your MinPin to the vet to make sure that the paws are not infected along with the food sensitivity.
I had a dog who licked and chewed her feet a lot, and spent way too much money having the vet treat this. I switched foods to a lamb and rice based food, and this behaviour went away entirely. The premium dog foods (some examples are: Nutro Natural or Nutro Ultra, Canidae, Innova, Wellness and Solid Gold - but Nutro Natural is widely available at pet supply stores like PetCo and PetSmart) may cost a little more, but you end up spending less money at the vet! For the itching, you can give him benadryl - one milligram of benadryl per pound of weight every four to six hours as needed for itching - and that will help him get some relief until you can find out what is going on and help him with the irritation of his paws.
Bless you for rescuing a dog from a shelter! I hope that he gets to feeling better.

Take him to the vet and tell them. He has a 100% chance he has serious skin problems. I hope your dog gets better!
He appears to allergic to something. He probably had fleas at the pound and they probably gave him a flea bath which can make some dogs itch. He may still have flea bites that are healing as well. There are little boots that you can buy for dogs that would keep him from chewing his feet but of course he will chew the boots up too. Mini pins love to chew so make sure he always has plenty of chew toys to distract him from chewing on himself.
As far as food is concerned, someone suggested a lot of different foods, but I have found that the best one for my mini pin is Royal Canin Mini Special 30. My dog won't eat any other dog food.
If the itching doesn't stop, your vet can prescribe steroid pills or you can give your dog 1/2 a Benadryl pill. (I know the dosage because I gave it to my mini pin when he was stung by a bee.)
Good luck and enjoy your "King of the Mini's."
