why can't people fall asleep in pitch black darkness with their eyes open?

Question: i mean, a lot of people have their eyes like half open at night (kinda freaky yeah) but that explains why it can't be that your eyes need the rest and need to be closed.
also, there's nothing to be distracted by while you're trying to fall asleep. this question is kind of random, but i really wanted to know.

i think its a pyschological thing you are aware that your eyes are open even though its dark so your brain is still sending signals of being awake its probably becase you are so conscious of it even though its dark
