Well, looks like it's crack, maybe cocoaine. I doubt that's dishsop esp. if he found it in an alley! But don't try tasting it, or anything like that to see what it is! Just be careful, and throw it in a dumpster because if that is drugs they're illegal ! Hope I helped!
