To a common man , this is a elusive question. The sleep quota depends on individual, because of the quality of sleep they manage to get. Again it is possible to invoke consciously the deep sleep states with some techniques known in India (some types of meditation). About how to know if we had enough, the simple indication is the mental freshness. If our mind feels fresh, we had enough sleep irrespective of the time we actually slept. Mind you, body rest is quite different. Normally both happen together, but not necessarily. Some days, for instance, our body is not tired after a sleep , but we feel 'disturbed' (unable to focus our mind easily), some other days, our mind feels ok, but the body is a bit stiff, etc.

Well I can tell, by timing how long it takes my body from the point I wake up till about when I am about to leave for work. If I am still yawning and feel sluggish by the time I reach work and have some coffee, then yeah I should have went to bed earlier. Usually 5-8 hours is average for people. it takes me an hour from start to finish wake up dress and drive to work. It's kinda difficult to know in the short term because the body might be lacking some sleep and takes all it can get to catch up etc.
I read somewhere that if you want to know how much sleep your body needs, you should give it 8 hours (as exactly as you can) a night for a week, then let it sleep as long as it wants on the 8th night and see how long it sleeps. Take that time minus 8 hours, and divide it by 7 (I think, not sure about this last part but I think you needed to do that) and that's how much more than 8 hours per night you need. Then you have a number of hours and work with that!
