How to tell if it is an additiction to..or?

I just met this person and I can't tell if he is addicted to something lke cocaine or whether he is bipolar? Does anyone know the symptoms of either? cause he is not quite right and it's kinda scary sometimes just to talk to him. Like walking on eggshells .

Also, if he mentions offhand that he "smokes rocks", that might be a clear indication of a drug problem. Or as what I like to call it.a drug solution. Once you do crack, you never go return.
