I think it depends on a persons race and physical frame. Blacks and caucasians have bigger penises than asians, for example. but generall, 12 year old boys have smaller penises than adults, so if adult caucasians have an average 6 inch penis when erect, then 12 yr olds probably have 4 or five inches. Penises are like every other body part in that they vary by the individual. The "average" size is 6.5 inches, but some are bigger and some are smaller.
