Because what is not coveted is not private, but what is coveted is private. Girls at a young age do not have any "breasts" to speak of at that age, and since no body is looking or wants to look, it is not private.

But when they get older and their breasts get bigger, they become more coveted and therefore become private. Put it like this. If no one liked breasts, women would care less about covering them up. But since people do like breasts and they do matter, they are covered up/considered private parts.

Little girls nipples look just like little boys but the vagina doesn't. Little boys genitals are considered private parts too. When girls get older the breasts develop and become a sexual object and are covered. Mens nipples do not develop and are not a sexual object.
