If you touch the base of your neck, at the front, the bone you feel there is the clavicle, or collar bone. It attaches the shoulder to the breast bone or sternum. That bone is thin, and fragile. it breaks fairly easily. that is a broken collar bone. A collar bone thats broken!
Having broken my collarbone, it is basically a shoulder bone. It is a common injury among bicyclists, motorcyclists, and equestrians (I broke mine falling off my horse).
It takes 6 months to a year to fully heal, can't be casted, and is painful. The break can require surgery if it is serious enough. Luckily, my break did not require surgery.
The bone across the front of your shoulder and very painful.
