Assuming that the meat was frozen while still fresh, it is "safe" indeffinitely. The problem is that over time, the moisture in the meat sublimates, or leeches out of the meat to form big ice crystals on the surface of the meat.

Often times, this is called Freezer Burn and can be seen as a light area or spot on the meat. When you cook this meat, it won't make you sick, but it will be pretty nasty tasting in those spots that suffered worst.

Don't eat meat, frozen or not, your body will appreciate it.
