The issue would be how you attach the new siding to the old siding. If you drill or cut the old siding you will create dust, which is a health hazard. When the asbestos become friable (broken up) then it becomes airborne. Theoritically, it only takes one asbestos fiber for someone to get asbestosis. It is an evil deadly disease. Your siding will probably be safe once it is covered, but as a safety professional I would take issue with how it gets covered. If you can afford it, I would contact a professional.
