That is an allergic reaction to the ink that was used....I have a lrg tat on the arm, about a ft. long & it's red. Many people are allergic to or are sensitive to red ink pigment...but mine went away pretty quickly, in about 2 weeks.

I got this awful rash after getting my tattoo that itched like crazy. Come to find out, I was allergic to the Neosporin they put on it afterward.

If it is still fresh are you putting the ointment on it and keeping it clean? Very important. I got a couple tiny bumps like that around my tatoo though I kept it very clean and used the ointment. I think it is normal, but if there are a lot of them I would at least call the tatoo shop and ask what they think. They will probably be glad to help you.
