What are these spots on my legs?

Okay, so basically, here's the deal. For about 2 or more weeks I've had these small red pimple-like spots on my lower legs. On one leg, they have really cleared up this past week and are much less noticable. But on the side of my right leg, there are a bunch spread out in this one spot (maybe a little more than a dozen). Other than this spot on my leg, I really do not have them.

They do not itch at all. Again, they are small, about the size of a pimple. They also do not hurt and are not flaky. I usually get this a lot during the summer, I have sensitive skin. My redheaded sister always had these kind of spots on her legs as well.

WHAT IS IT?! Hives?
