In the hospital where I work, anything above 99.6 (37.5 celsius) is considered a fever. Since each person has their own individual normal temp, which may well not be 98.6 (37.0), we just had to set an arbitrary number for fever.

Most doctors I've worked with don't treat an elevated temp until it is over 101.0 in adults. One dr told me,"It's not a fever until it's 101.". 98.6 F is the average "normal" human temperature. An individual's normal may be a degree or so higher or lower.
