As a rule of thumb, we do not teach full CPR to 13 year olds, since one of the conditions of the certification is that the person needs to be physically able to perform the techniques, and doing CPR on an adult is pretty tough for the average 13 year old- their lungs are too small to fully inflate an adult's, and they often have difficulty compressing the chest properly.
Locally, we DO teach younger folk CHILD CPR, either seperately or as part of another class (like Babysitting).
For classes, you can contact your local Red Cross, YMCA, etc.

The places that I know of that do training are St. John's Ambulance and the Red Cross. Other places do the training, but they charge more.
CPR is included in some swim classes that the Red Cross runs.
