Answers:
You could talk to churches in the area, would be my recommendation. They might have a program, know of a program, or be willing to start a 12 step program for shopping addicts.
I would personally recommend that you go to AA meetings if you are unsuccessfull in getting into a 12 step program for shopping addicts. It's the same 12 steps, so there's no harm. Plus you arn't supposed to talk about "war stories" about the good times you had while "feeding your addiction" so there's really no reason why AA would not be just as beneficial to you as a 12 step program specifically for shopping addicts.
Good luck.

Other Answers:
If you do not have success finding a program. You could always advertise for starting a program. You and several others could begin a program on your own. Keeping busy starting a program, might in itself help you overcome your addiction. You would then be able to put the time you normally shop into doing something else you are proud of and enjoy.

GOOD LUCK!
Unless you are "powerless" over your behaviour, and need "higher power" to change your behaviour, your search for a 12 step meeting is as close the nearest church basement. They are, of course, AA but all you have to do is change the alcohol to "spending and shopping". Not too difficult providing, of course, you are indeed powerless. Furthermore, and from a personal perspective, true change comes from self-will power which is frowned upon in 12 step cults.
