I would recommend taking her to see a social worker, or to your local police department next time you have her if you truly suspect abuse. Another option would be to take her into the emergency room when she is in your care. Just tell them that you noticed these warts/sores and are concerned. You are this only little girls prayer of getting any help, as it sounds like her mother wouldn't help her even if she knew something was going on.
As a survivor of sexual abuse, I beg you to get the authorities involved. If you don't feel comfortable with taking her in, then please at least make and anonymous call to CPS. 1-800-4achild (1-800-422-4453) is the national number for any suspected child abuse.
The moodiness, the sulleness, the fear, and the withdrawal are all clear cut signs of abuse.
Please don't let this go on any longer. I didn't have anyone I could turn to for help and it took me almost 20 years to straighten out my life and get my head in the right place.

Yes it is possible for sexual abuse, only if the abuser has genital warts.
But it isn't uncommon for a child to have warts with no family history, it is just her genetics. You can have them removed or buy over the counter medicine for it. I had my warts removed when i was 7 or 8 and they have yet to come back and i am 23 now.
it could be a possibility. it may not be just warts, it could be herpes. which could also have been given to the child during birth if the mother didn't know that she had them. people don't know they have them for years after catching them. and sometimes a doctor wont check for them when a women is pregnant.
First of all are you sure its warts? Secondly, you seem to think that warts may be hereditary?? Not enough info here, are you the caregiver/guardian for this child, how well do you know the child personally? Has the child had any mood swings etc etc, Can't answer any more than that.
Warts are usually viral in nature and can be picked up from the environment which is why they usually appear on the extremities(hands and feet) with a 3 yr old i would suspect that she has spent time sitting outside.sandbox, plain dirt etc.absent any other factors.vaginal bleeding, mood changes, aversion to physical contact, i wouldn't read this as a sign of sexual abuse.gl
Take her to the pediatrician and have her checked out. She could have a genetic skin problem or maybe even an allergy. Best thing to do would be to get her checked out. As far as abuse, watch for signs of abuse, like either really withdrawn, quiet, and very sensitive to touch, or the opposite is very loud, insubordinate, and down right hard to deal with. With a 3 year old you should easily be able to see signs of sexual abuse by watching their changing behavior patterns.Good Luck!
