first of all you need to go to the school bus yard, make a written report on this driver. talk to his/her supervisor. if you have other parents who think the same as you, all of you should go together to talk to the supervisor. you will get more results from a group rather then just an individual.
if that don't work, then go to the school district office and talk to the school board members. usually when you go to the school board they want to give you an appointment. instead of talking to you immediately.
as a former school bus driver, (was in a motorcycle accident and leg was amputated, so i had to quit) for 16 years, i can understand your worries. but that is the first thing i would do.
