I sympathise entirely! Try using a depilating cream - they don't really work below the skin on me, but should prevent ingrowing hair. If you have ingrowing hair (or like I have where the pesky beggars grow ALONG just under the skin - grr.) then just make sure you've soaked the area for a while so the skin is softer and pull it out from under the skin by scratching gently with your fingernail across the the hair.

get a tweser and pluck it it works
steralise a needle pull out the hair from the middle then pluck with tweezers. finish of washing with hot water, closing poores with cold ( ouch )it has to be done,, You get ingrowing hairs out by using a sewing needle and gently sliding it under the hair, if you manage to get it between where the hair comes out the pore and where it goes back into the skin then you can pull it out. If you're doing it properly it doesn't hurt.
I'd go for electrolysis; its the least painful way of permenantly reducing hair. Waxing or an epilatior would eventually work but they just pull the hairs out by the roots til eventually they stop growing back and thats too much pain for me!
