There are two types of conjunctivitis- bacterial and allergic.
Allergic conjunctivitis tends to leave a clear, or white filmy discharge which can be irritating to the person(or in this case, dog). They tend to be reactions to stimuli(food, pollen, etc) and are not contagious.
Bacterial conjunctivitis is an infection which is highly contagious. There is a definite yellow/green discharge and it is often worse in the morning after sleep. Most people will find themselves waking up with their eyelids stuck together.
In the case of bulldogs, one of the common ailments is blocked tear ducts. They tend to have alot of sinus congestion which is why they're snuffy sometimes.
I would recommend taking him to the vet if you find that it is very irritating to him and he can't see properly or if you find that it changes colour.

Our pitbull was like that. We found out that she had an allergic reaction to corn, a popular ingredient in some dog foods. Try getting her some kibble without corn in it. Should clear up like it did for Piper. Nature's way of clearing the eyes. Just wipe and go on.

Dogs are outside and they therefore encounter a lot more wind and elements in their eyes each day. We don't run around as much as dogs do, and therefore don't end up with allergens in our eyes. Your dog may even have allergies, and you could ask the vet if you are concerned about the amount of discharge his eyes have. There are doggie medications for almost anything. His eyes are just trying to rid themselves or irritants. If you are letting him hang his head out the window when you drive, that could perhaps be one of the worst things for the eyes of your pooch.
Its a protien build up people get that when they sleep becuse there eyes are closed, when there open your natural tears and oxygen dissolve this before it forms. most dog foods are very high in protien so a dogs eye dosent get rid of it so easy same as when you have a cold your eyes water more. Its not a deficeincy its excess too much protien. ask your vet you may want to switch to a lower protien diet for your dog, but it does provide them the energy for their active lifes.
