Lots of ear infections-> bad hearing?

It could well be from your ear infections. You need to go see your ENT doc to get your ears checked and then have him refer you to an Audiologist for a complete hearing test. Once that is done they will confer and decide the best way to treat your hearing loss. It may be correctable by surgery or you may need hearing aids. My step son is 15 and has never had any ear issues, and he also always says "What?" when we talk to him. I always figured it was just the age.
I had a ton of ear infections as a child too... and my hearing tests have always been normal.
Yes, it could be permanent damage from the infections. This is the exact case with my husband. See a doctor first because it could be blockage or something, but it is a possibility.
