This is not a joke despite how it may sound like im trying to be funny. A guy has HIV and he gets oral sex from a girl and she gets his semen in her mouth and swallows it. Then not even 5 minutes later, without washing out her mouth just swallowing, she gives oral to another guy. What is the likelihood the second guy could get HIV from the girls mouth? She didn't wash out her mouth, she just swallowed so im sure there is remaining germs in her mouth. High risk? Low risk? I need a honest answer.

Common sense would tell me any open sores (however slight they may be ) between the girl with the "mouthful" and her new partner would be cause for concern.
The risk is pretty high, but HIV is actually a "whimpy" virus. It can not live long outside of the body.(Although we're still talking about it hanging around in her mouth.) If there aren't any open wounds on the 2nd guy, then the chances of it entering his body are low. USE PROTECTION, especially with a girl who's giving multi-oral.
