Answers: I don't know, how about stemophilia? Tibiofemorophilia? Gamophilia? Lower appendage-philia simply doesn't sound right.

The other guy may be right; I don't imagine this is considered abnormal satisfactory to be a real disorder--somebody would enjoy to be unable to work because he be so obsessed next to legs, or something like that.

This is essentially true, but please don't take me too seriously; I freshly don't think a doctor or analyst is really going to say "tibiopatellofemurophile" when they can purely say "leg fetish."
