From what I've been able to find out in 20 seconds is that tetrametrin is a synthetic pyrethroid. This means it is acts on the central nervous system of insects. The receptors are the same ones humans and other animals have in their CNSs, so yes, tetrametrin could be dangerous when sprayed from a plane.
But you have to find out what quantity it is present in, and it does make a different what the animal is. Large animals which do not live many years eg. cattle, are not badly affected by tiny doses. Animals which live longer (eg. humans), and smaller animals (eg. rodents) can be more affected.
