lol. good question worthy of a star. Anyway, I think that it is something to do with nerves. Often it can be dryness or toxins on the surface of the skin. I had really irritating eczema in my teens but it isn't so bad now.

The temperature seems to affect it also, you know, homeostasis and all that physiological claptrap.
Generally, sensitivity to various environmental aspects of the world. Skin has sensations to plants, animals...in fact nearly anything can make humans itch. Each individual is made differently so not everyone is allergic to the same kinds of things. It is simply a matter of how God made each individual person's make up and design of their body.
