Are there risks into having plastic surgery done to remove excess skin?

since I've known her my cousin has been fussing about the so called "excess skin" on her neck and she always says that people are mistaking her in having goiter or something and how the lines makes her neck look bigger than it actually is, personally I also have this so called lines and it doesn't affect me the way it affects her, and now she's seriously thinking about going under the knife
