it's not! where did you get that info? moisture can actually impede healing and cause maceration of the wound. it's best to leave them open to the air and watch for redness, swelling and drainage (yellow or green) otherwise, you're good to go
While you do want to wash a cut as soon as possible, it's bad to keep it moist while it's healing; that's just asking for bacteria to grow there. It's better to keep it dry unless you're cleaning it and frequently allow it to be exposed to the air.
