No one is fully developed psychologically at age 15. A person that age is capable of making some decisions, but not all. Yes, they are aware of what they say, and should be aware of at least some of the impact their words might have, by thinking ahead about how those words would make them feel themselves. A 15 year old should be mature enough to take responsibility for their actions, but should be willing to ask for help when they need it.
is this a question about a friend of a friend, did you kill someone and just am thinking about pleading not mature enough to realize i killed him.
anyways a logical answer to your question is, , , well there isn't one. I've seen women that are thirty be more immature than there thirteen year old daughter. Psychiatrists will mumble and fumble this question in there mind until the end of time.
Me personally i don't think pubic hair and **** make you mature, same thing with guys too. I think the experiences you've lived out and the lives you touch help anyone reach the goal of being mature!
