Nope. There's FAR too much we don't know about the human brain right now. We're just now making major strides with it. If it can be done though, look at countries like switzerland. They don't have the same medical laws we do in america. There's a lot more experimenting going on in places like that we'll probably never know about.
Great News! How you can change/replace the brain. Then you will change the complete character or the person himself. But till today nowhere in the world such an operation has taken place. Once the brain is removed the man dies.

The transplanted organs, heart, liver and kidney are relatively uncomplicated but the brain is so complex that 1,000s of years after the first diagram, we still don't fully understand it. Also, attached to the brain is the full nervous system. To connect this would be more complex that wiring a Boeing 777. Many scientists, throughout history, have worked on the brain and it's functions but not one scientist has been able to fully unlock the organ's secrets. Not a single scientist can fully understand the brain's complexity. We only know that certain parts of the brain do certain activities. Over recent years, scientists have been ably to learn more about the function of the brain, with the aid of CAT scans. If ever there is a day when brain transplants happen, we will certainly not be here to witness it.
