Perhaps the child is unsure, or too excited and trying to hard or speaking slower that his brain is thinking.
Talk and read to your child, try to repeat slowly what he/she is saying and don't make a big fuss about it in front of the child . the more insecure they are the more it my exacerbate the stammering.
yes, if the 2 parents speak in very different accents or languages, it can confuse the child and cause a stammer.

yes it is, i had developed a very bad stammer when i was three but that is not common, i have a very bad stammer and as i said i started at 3, i hope this helps
