watch TV actors sometimes and watch them carefully, you'll see them wiping their noses and sniffing quite often.
it's so easy to see the signs of drug addiction with cocaine snorting.... What a pity so many Americans seem to be drug addicted and it makes me ill just watching them. thank goodness i'm able to turn the channel when i want.
Do you smell funny or bad?
Could be a cold, at this time of year in the uk it maybe hayfever.
maybe they like the smell of your perfume...

they might have a cold\allergies or they might have done a lot of cocaine the night before

ummm.did you shower today? Or do you have cheap perfume on.cause hon.that could be the problem. Or maybe your deodorant isn't cutting it. Sniff your armpits and you will know.

I've noticed that i always sniff when i 'm tired.i'm sure there are many medical reasons why we do this...don't take it personaly.
They most likely have a cold or allergies and don't have a tissue available. If you have some with you, the polite thing to do would be to ask them if they need one. Think of it this way- if you smell bad, they won't want to be sniffing you, and if you smell good, they'll probably say something.
offer them tissues this will stop them straight away
