my friend had this (well one was significantly bigger than the other) and she had to get a boob job to increase the tiny one.
What do you mean by all over the place? If one is larger than the other, that is pretty normal. If one is LUMPY you need to go see your GYN as soon as possible.

lopsided? If you had implants, one may have ruptured. If not then you might need plastic surgery to repair it.
The left and right side of your body is never exactly the same, unless you paid for em. Everybody is different. For the best answer see your doctor to check. Probably nothing to worry about.
It is very normal to have one breast larger/smaller than the other.
My youngest sister was like this during puberty. If you have not yet completed puberty then don't have anything to worry about because they will even out. Until then just use inserts or padding to help even out your appearance until you breasts are the same proportion. Don't worry because this is pretty common. However, If you are past puberty then you may need to seek the advice of a doctor.
