your feet being cold all the time can be a sign of poor circulation on the body. since your feet are so far from your heart, it takes a lot of pressure to get the good blood to your feet, and a well circulated body part is warm generally unless your walking on a cold surface all the time. also keep in mind that the temperature around you can also make your feet feel cold. also being because they are so far away from the trunk of your body. diabetics are notorious for poor circulation and cold feet. one quick way to assess the circulation on your feet is to check you capillary refill quickness. simply push down on your toe nails until they turn from pink (purple or blue in cold feet) to white. release it, and by the time you say capillary refill to yourself, the nail bed should return to its previous color. if this is a slow change, than you have some circulation problems and you should consult a doctor, or try some leg exercises

You probably have poor circulation. I have heard that you can sprinkle a little bit of cayenne pepper in your socks to help keep them warm (your feet, not the socks). If you don't want to wear socks to bed you could try some of that capsasian cream (same ingredient that makes the cayenne hot) before you go to bed. Wash your hands really well after applying the cream.
Your head is taking the heat from your feet. Your head needs to be warm so you are 100% to compensate for cold weather or whatever your head will begin to steal the heat from your hands and your feet. A good way to keep your head warm is to wear a beany or hat or anything over your head.
Poor circulation or anemia could cause someone to feel cold, but anemia tends to effect the entire body not just a limb or two. Talk to your doctor about PAD (Peripheral Artery Disease), or other factors that could be causing you to have cold feet like smoking or a poor diet. Another question is are you on birth control? It is unlikely that the pill would cause this, but it is possible.
