Call your agency in state government that deals with abuse to elders and tell them the story. Depending on what you tell them they may be able to intervene. If there is nothing that you can do by that agency then you may be given some help on what to do by the closest Senior Center in your town.

call his doctor and tell him, and then maybe the doctor will call her and tell her to bring him in. Or just you and your mom show up and be like "B***H we are taking him to the hospital"
u can take him to the doctor - i take my grandma when she's ill! get rid of step-nan for a day, send her shopping or something and take him then! hope it all goes ok
you have no idea what your grandparents may have decided between them, he may have told her long ago that he wanted no treatment for some things and she is just honoring his wishes. This really isn't any of your concern. You just need to be supportive of keeping him comfortable and visit him often as you can and tell him you love him. Other than that you must BUTT OUT.
I'd say you have a duty of care. Your Step-gran could well be held as being criminally negligent. Provided Your Granddad has all his faculties and does'nt have dementia the final say should be his.

1. If your grandpa can talk and express his wishes to you, then legally he can get the treatment he wants and legally you can drive him to the doctor or hospital, no matter what his wife says.
2. If your grandpa can not make his own decisions due to unconsciousness or dementia, then you can go to court and ask the court to appoint someone to act on his behalf. You would have to convince the judge that his wife (your step-grandma) was neglecting him and making decisions that were against his best interest. You need a lawyer for this.
