Who do i call to complain about unsanitary conditions at a daycare facility?

It should be licensed. See if their license is on display and call the licensing agency to make your complaint. Usually it is the state welfare department. You can also check the website of your state government under health and welfare. Your county or local municipality may also have a health department. You could also call there. You could also call your local child protection agency. If they do not do the investigation, they will give you the information on whom to call for assistance.
