neither, treat a dead body with respect. It is mandatory that you report finding a dead body. So always call the proper authorities and that would be the police dept.
Unless it's decomposing or decapitated, you should call 911 and start CPR! You don't want to leave your DNA all over a dead body unless you want to be accused of being responsible for it being dead.
Actually, I think I'd report it. If I did anything to it, it would be to check if they were still alive, not be disrespectful.
