A few years ago I did some scientific literature research on this subject:
Yes indeed: the dermatoglyphics (fingerprints) + some of the major palmar lines and dermatoglyphics are developed in the womb during pregnangy. However, after birth only the dermatoglyphics stay as they are. When people get older the number of minor lines is usually growing, however changes in the primary lines (the so-called: 'lifeline', 'headline', and 'heartline') are much less common.

They do form in the womb.. and stay the same throughout our lives. They are formed from your hand being balled while in the womb, finger prints stay the same throughout our lives also but I am not certain what makes them form.
