If you suffer from depression or anxiety should you see a psychologist or psychiatrist?

I know the difference is being able to prescribe meds but. which is the better treatment for this diagnosis?

Psychiatric medications can benefit people quite a bit, but psychiatrists don't do much therapy anymore. Consequently, it's best to see both, as your typical primary care phsyician won't deal with psych meds.
It depends on the nature and severity of your disorder.
First a psychiatrist, then a psychologist who will be able to do something like CBT (cognitive behavioural therapy) with you.
Let an M.D. make that determination.
