A woman sued over hot COFFEE!!! Of course, you can sue, but based on the judge you have a low chance. If nothing else, you can see to have the county pay for the medical treatment, since it seems they fucked it up pretty damn bad. If Paris Hilton can avoid jail time because she is afraid of confined places, then your b/f should have a chance. But it will be difficult to be heard, and you have to be careful what type of lawyer/law professional you would talk to. There is a high chance they would give you a bullshit answer, because they are idiots, and could care a less about your problems.
At the VERY LEAST! Call around if you have health insurance or call the local hospital and see what they suggests on possible solutions or getting him to a more medical safe location, one without idiot nurses, or spiders.
Why is he in County Jail in the first place? Is that the first thing you think about is "Can we sue"? Come on this is such a litigious society. Get over it, if he needs a doctor one will be provided for him and if he needs to be hospitalized they will do that too for him. Get over it!

Sue? Oh, please. Why is he in jail? And I'm betting it's not his first offense---or he would have been released on PR or a lower bond. And his family can't raise $300? If you get a bondsman, you only have to put up 10%. Interesting.
You can't sue. If the nurse thought he needed a doctor, he would have seen one. I think he's being a little over-dramatic.
Yes, you can take legal action. You will need a lawyer. Is there a legal service in the phone book that provides free or reduced cost for indigient? Check with them or even ACLU. Good luck
