the only true researched guide to penis size is related to the length of the 1st finger in relation to the 2nd finger length.
The amount of testosterone whilst the baby is in the uterus is what decides on both penis size and the length of these fingers (in ratio to each other)

Not according to height on its own, no, But the penis, like any other part of the body is proportional in size to the rest of the body. Just like you'd have longer fingers/bigger feet if you're a bigger person, then your penis is the same. The only time this is obviously irrelevant is if you suffer from a condition that stunts the growth of your penis or if you're using any enhancing systems.
