Yes, it is ok for you to give blood..
As the nuns in school used to say, "they can, but they may not."
Unless there is some adverse medical condition, a retarded person can donate blood. The problem is that they are not considered competent to sign the papers giving the blood bank permission to draw blood, and that they understand the (small) risks of the procedure.
I suppose in dire emergencies a legal guardian could give permission. Better ask a lawyer in that case. The blood bank itself may cover the issue in its Policy and Procedures Manual.
