My 7 year old son is also allergic to cows milk but can consume cheese, ice cream, etc. He is not lactose intolerant. He is allergic to a specific enzyme in the cows milk that is destroyed during the processing of dairy products which enables him to be able to consume these products.
Now, when it comes to any child consuming Gatorade, including toddlers, you are putting the child at risk for health problems. Gatorade contains high levels of sugar and electrolytes. Gatorade is only meant to be consumed when you need to replenish the body's water and electolyte levels after DEHYDRATION caused by exercise or diarrhea! Exercise is defined as 5 - 6 hours of of heavy training such as the Ironman or Ultramarathon!
My girlfriends son runs about a mile a day and consumes large amounts of Gatorade. He just had a physical by his doctor and the doctor told him to stop drinking Gatorade!
Do a web search on "side effects of high electrolytes" and read through some of the sites. This way you can have the knowledge to those who are giving the toddlers Gatorade.
You are very wise to be concerned about this. How many parents are putting gatorade in the children's lunch boxes and take them along as an everyday drink? They don't realize this is a sport drink meant for athletes, not kids just running and playing normally.

Who does this?? Ridiculous...Soy milk. My oldest had to drink that. "Allergic" to milk? Like lactose intolerant or a beef allergy? Sounds like they need a real DR.
